Before Getting Started

Due dates for Special Events permit application:

  • 90 days before event date: New events, not produced in the City of Tacoma previously, or that have not produced the same event within the last 12 months, events with attendance of 5,000 or more

  • 60 days before event date: All other event types

  • 30 days before event date: Residential/Neighborhood Block Parties

  • 7 days before event date: Constitutionally protected events

Note:  While these are the minimum timeline requirements for event applications, organizers are encouraged to begin the application process early to allow sufficient time for reviews and revisions. The maximum time allowed to apply for a permit ahead of an event is two years.


Step-by-Step Application Guide

The application process is designed to ensure that all event details are reviewed and approved by relevant city departments and external agencies, as needed. Here are the steps to follow:

  • Visit Tacoma Permits to register or log in to the Accela platform, the city’s online permitting system. Once logged in, select "Special Event Permit" to begin application​.

  • Fill in all required fields with as much detail as possible. Applicants can save progress and return later if needed, but applications left incomplete for more than 30 days will be automatically deleted.

  • Key documents, such as the Traffic Control Plan (TCP), site/route map, [LINK TO MAPS PAGE] evidence of public notification [LINK TO PUBLIC NOTIFICATIONS PAGE], and insurance [LINK TO INSURANCE PAGE] certificate, can be uploaded at this stage. 

    Applications that do not have both the Traffic Control Plan and/or a route/site map will not be reviewed until documents are received. If supporting documents are not submitted within the timeline for submission, the permit may not be approved.

    If insurance and/or public notification is pending, proof must be uploaded at least 30 days before the event date​. 

  • Application processing fees must be paid 30 days before event date to the Planning and Development Services Department. Payment options include online through   Accela, by phone at 253.573.2587, or by mail. Applications with pending fees will not be issued. 

  • After completing and reviewing all fields and uploading all documents, submit the application. Submission must be considered complete to move to the review process.


Permit Review and Issuance Process

Once the application is considered complete, the review process begins:

  • Committee Meetings: For large or complex events, the Special Events Review Committee will invite organizers to a meeting to discuss event logistics and address safety or operational concerns. These meetings are virtual and happen once a month. For large or complex events, the Special Events Review Committee [LINK TO SPECIAL EVENT REVIEW COMMITTEE PAGE] may schedule additional meetings as needed. Organizers will be notified if attendance is required.

  • Initial Review: City departments, such as Public Works and Police, will assess the TCP and public safety needs. Applicants may receive comments or special requirements and be asked to provide revisions to the TCP. Requirements may be based on event location or space.

  • Final Approvals: When all conditions are met, a permit will be issued, generally two weeks to three days before the event. The permit document, along with the approved TCP and any additional instructions, will be uploaded to the applicant’s record. An email notification that the permit has been issued will be sent from Accela.


Important Notes

Incomplete applications will not be processed and may result in event delays or denial of event application.

  • Organizers are encouraged to begin the application process early to allow sufficient time for reviews and revisions.

  • Each event has unique requirements, and additional documents or approvals may be needed based on the scale and nature of the event. Applicants are encouraged to contact Tacoma Venues & Events with any questions about specific documentation.
